I'm trying to publish a user's CAC/smart card certificates to the Global Address List via Outlook 2013 but whenever it's attempted, it acts like there's nothing to publish even though we put in security info. Other users are able to publish their information using the same process and her credentials would normally allow it since I arbitrarily tried to publish her certificates using my own account and it went through (I didn't finish the process but it got further than she did so I know it would probably publish). It's just failing on her specific machine/Outlook environment. She needs to be able to digitally sign emails in order to take on a new role here and the CAC card is a necessary part of that. When a new cert is issued the public certificate needs to be published to the GAL in order for people to send encrypted emails to the individual and for him/her to sign emails. I take it you have tried to have her use a different computer to publish the certs? Also as long as they are published for her login it doesn't matter what computer it is done on because the published cert, the public key, is what is being stored in the GAL and used for sign/encrypt. Have you tried logging into her machine to see if you can use the sign/encrypt buttons? If not then you definitely need to start with repairing Outlook/windows at that point.
